Trails for walking impaired

Any suggestions for trails or areas for a person with limited walking ability? My mother in law has knee issues and can walk for 30 minutes or an hour as long as the trail is not rough. I am looking for paved or concrete nature trails or boardwalks, or accessible areas. My recollection is that Laurel Falls might work, Newfound gap parking area and Clingmas Dome, but could not remember whether the various nature trails might be handicap accessible as well.

also, are Cades Cove and Clingmans Dome closed? I understand the announcement is that they are but I wonder if the weather has delayed that.
